I can't be sure, but I think these are characters from a comic of the time.

I found this page (http://the-tw-king.com/pages/trading-cards), which shows the Teenie Weenie trading cards that were included in Monarch Toffee. So cute!

The Teenie Weenie's were a syndicated comic series by William Donahey. He was approched by Monarch Foods wanting to tie his little people into the advertising of their products. I met him in the '60s at his studio in Chicago. As we talked, he sketched a frame for me that I still have displayed.
